Faith and life-philosophy communities - grants
Description
Registered faith and life-philosophy communities have a right to state and local government support. The municipal support is calculated on the basis of the municipalities' budgeted payments to the Norwegian Church, distributed according to the number of state church members in the municipality. A joint application for municipal and state support is submitted.

Criteria/conditions
Right to municipal support requires that the faith or life-philosophy community has a right to state support. The county governor determines whether the faith or life-philosophy community has this right. Grants may only be made for members who simultaneously are not members of the Norwegian state church or another faith or life-philosophy community which receives a grant. Grants to faith communities are given for religious purposes. Grants to a life-philosophy community shall be used for purposes associated with the community’s objectives.

The leader of the faith or life-philosophy community board makes a written application.

- The organisation's registered number from the Central Coordinating Register for Legal Entities. (Further information may be obtained from the Brønnøysund Registers, tel. 75 00 75 00)
- Accounts and annual report from the previous year in which support was received, if relevant.
- List of all dates of birth and personal ID numbers of all members entitled to support. For communities of more than 100 members, the list shall be given in digital form on a diskette or CD-ROM

Administrative procedure
The county governor sends the list of members with dates of birth and personal ID numbers to the Brønnøysund Registers. Brønnøysund registers check the dates of birth and personal ID numbers against the Central Population Registry. Support is only given to those members with a valid personal ID.
Possibilities to appeal; procedure
The organisation may appeal the decision within three weeks of having been informed. The appeal is sent to the body which made the decision. In the appeal it should be stated what is desired to be changed and why. The municipality is able to provide guidance. The county governor considers the municipal decision on grants. Before the appeal is sent there, the body in the municipality that made the decision shall consider whether there are grounds for changing the decision. If the decision is upheld, the matter will be sent to the county governor.
