Social contact with children in public care
Description
When children are in a foster home or an institution, the children and the parents have the right to social contact with each other unless otherwise determined. Even though the parents have not managed to care for the children, it may nevertheless be valuable for the child to have contact with its biological parents. The Child Welfare Service may also determine that others than the parents shall have to right to social contact.
Target group
The parents, and in special situations, the grandparents, brothers and sisters, uncles/aunts, or close friends of the children.

Administrative procedure
The municipal Child Welfare Service shall prepare a draft decision. The County Board for Child Welfare and Social Affairs (which is a state body) decides the matter. The county board is similar to a court and is chaired by a person with legal training. Other members of the board are experts and lay members.
