If you are severaly disabled and require practical and personal assistance in everyday life, you may apply for User-managed Personal Assistance (UPA). Within the number of assistance hours granted, you may, in principal, determine who you will have to assist you and what the assistant(s) shall do. The intention is that you shall have the most active life style possible in spite of your disability.

Guidelines – applying for, or receiving the service
You can contact the municipality for assistance in applying for user-managed personal assistance, or you may ask someone to apply on your behalf if you have a need for this. If someone is applying on your behalf, he/she must present a power of attorney signed by you.

You must attach a power of attorney if someone is applying on your behalf.
Administrative procedure
The municipality will obtain the information necessary to decide the application. A decision is then passed. Normally you will receive a reason at the same time. You will always be given a reason if there are grounds to believe that you may not be satisfied with the decision. If a reason is not given, you may then contact the municipality within the time limit for any appeal.
Administration time
The municipality will consider the application at the earliest opportunity. If the matter cannot be determined within one month. you will receive written information with the reason for this. At the same time you will be informed when a decision is expected to be made.
Possibilities to appeal; procedure
If you are not satisfied with the decision, you may appeal to the municipality within three weeks of having received the decision. Explain why you are not satisfied and why you feel the decision should be changed. If you need advice, you may contact the municipality. If the municipality upholds its decision, the matter is sent to the county governor, who will determine whether the appeal shall be allowed.
