If you are not able to benefit from normal education, you have the right to special education. The content of special education shall be such that the programme provides you with a beneficial education. You shall receive the same number of teaching hours as is applicable for other pupils.
Prior to the municipality making a decision regarding special education, the educational and psychological service (PPT) shall evaluate your special needs and which educational programme should be offered.

You or your parents may demand that the school undertakes the necessary investigations in order to establish whether you require special education, and which educational programme suits your requirements.

Before the educational and pyschological service undertake a professional assessment and the municipality makes a decision, permission will be sought from you or your parents. Both you and your parents have the right to see the professional assessment and to make any comments prior to a decision being made. A positive decision shall specify the content, scope and organisation of the special education programme.
Normally, you will be informed of the reasons at the same time as you are informed of the decision. You will always be informed of the reasons if there are grounds to believe that you may not be satisfied with the decision. If reasons are not given, you may request these from the municipality within the time limit for any appeal.
Administration time
The municipality shall consider the matter at the earliest opportunity. If this cannot be determined within one month, you will informed in writing together with the reasons. You will also be informed when a decision is expected to be made.
Possibilities to appeal; procedure
If you are dissatisfied with the decision, you may appeal to the municipality within three weeks of being informed. Explain why you are dissatisfied and why you feel that the decision should be changed. If you need assistance, you may ask the municipality. If the municipality upholds its decision, the matter will be sent to the county governor, who will determine whether the appeal shall be allowed.
